The development of Iran nuclear led to international community concern. It
is because there was a possibility of Iran developing nuclear weapons that will
threating several regions. United States and P5+1 countries already did several
negotiation and discussion to make Iran stop its nuclear development, and the
global sanction from UNSC already applied to Iran however Iran still building the
nuclear facility. Barack Obama as the United States President also supporting
international community to stop developing the nuclear, therefore he started to build
diplomatic relations with Iran to engage Iran to offering the lifting of Iran’s
economic sanctions. In this thesis, author will explain about the history of Iran
nuclear itself, how the United States responding to the development of Iran nuclear,
and the process of Barack Obama’s effort in freezing Iran Nuclear through Joint
Comprehensive Plan of Action. Not only United States, however P5+1 also have
their own intentions towards the Iran nuclear program that will be explained. In
analysis, the author will analyze the result of Barack Obama’s effort to freeze Iran
nuclear and also use the game of theory to see the each of United States and Iran
perspectives why Iran nuclear deal is important to both of the countries.

The changing security environment surrounding Japan has
brought Japan to become more enhance in shaping its security
direction. Following the newest revision of Japan‟s National
Security Strategy and National Defense Program Guidelines in
2013, Japan has brought a more proactive attitude towards its
strategy despite its military constraints; particularly on its
maritime presence, seeing the significance of securing maritime
stability as Japan is one of the largest archipelago nations. One of
Japan‘s priority is projected on the South China Sea dispute, one
of the most complex security issues in the Asia-Pacific region,
which grasped Japan‘s attention as its national interests lie within
the disputed waters. The shift in Japan‘s naval and maritime
strategy has resulted in a more intensified approach towards the
South China Sea; encouraged by China‘s assertive behavior, in
which perceived to be changing the status quo. Under the principle
of “Proactive Contribution to Peace” and the pursuance of “Open
and Stable Seas”, Japan strengthen its strategy through the
adoption of U.S.‘ “rebalance” strategy, the enhancement of defense
cooperation as well as capacity building of the regional countries,
the escalating dispatch of its naval power, which projected in joint
naval exercise and ship port visit to respond China‘s assertiveness
in the South China Sea.

Culture is one of the important assets of a country, including for the People’s Republic of China
(PRC). The rise of the PRC after its economic reform in 1978 was seen as a threat by many
countries, especially for Western countries. The PRC is considered to have the potential to be
dominating power, especially in Asia, as well as in the international world. In promoting the
peaceful rise of PRC, as well as dismissing the existing perceptions, the PRC uses cultural
diplomacy which is a way for the PRC to promote its Soft Power through the establishment of
Confucius Institute in various countries as the dissemination of culture is a part of PRC’s foreign
policy, including in the Republic of South Africa, where Republic of South Africa itself had
established a Comprehensive Strategic Partnership with the PRC. There are already five
Confucius institutes in Republic of South Africa, and one of them is at Stellenbosch University. In
this regard, the Confucius Institute serves as a way for the PRC to promote language and culture
for students in Republic of South Africa, fostering mutual understanding, and as a way for the
PRC to maintain the relations with Republic of South Africa. This research is using a qualitative
descriptive method, to provide analysis of the sources obtained, in the form of news articles,
books, and scientific journals. The existence of Confucius Institute in South Africa has showed
that PRC has conducted its cultural diplomacy effectively, not only South Africans understanding
about PRC, but also attract them to learn more about the country.

Nowadays, the South China Sea has been identified with increasing defense
spending and military modernization of the neighboring countries which are
driven by China’s assertive behavior in the region. China’s assertiveness in
the South China Sea is an expression of its growing ambition over the region
which is part of its core interests. China’s assertiveness is buoyed by its
significant military presence and power projection in the region. Japan and
the Philippines are having converging threat perceptions towards China’s
assertiveness in the South China Sea as well as sharing common interests to
respond to the assertive China. Contested with China’s assertive behavior,
since 2012, Japan and the Philippines have been conducting dynamic
maritime diplomacy in order to safeguard the status quo of the sea from the
assertive China. The implementation of Japan-Philippines maritime
diplomacy in responding to China’s assertiveness in South China Sea is a
form of “proactive approach” by Japan, following the “Proactive
Contribution to Peace” banner resounded under Prime Minister Shinzo Abe
administration. The proactive approach in this research features the concept
of balance of power and cooperative maritime diplomacy.
