Indonesia tourism defines as a medium in implementing public diplomacy conducted by Indonesian Government. In public diplomacy, Indonesian Government through Indonesia Tourism Ministry delivers message directly and/or indirectly to Japanese in order to increase nation branding in the sector of tourism. The research question will be how Indonesia implemented its public diplomacy on attracting Japanese tourists during the time framework 2014 to 2016. The study is using the theory of Mark Leonard on public diplomacy and Simon Anholt on nation branding. Indonesian Government in this study is using Wonderful Indonesia as a tourism brand in attracting Japanese tourists. The increasing of level awareness towards Indonesia tourism nation branding could be gained by adapting Simon Anholt’s concepts. Anholt’s concept promotes a nation strategy in which Indonesia is implementing Marketing Framework, and then the substance is defined as Indonesia policy regarding tourism. The policy is reflected to the Law Number 10 Year 2009. Both strategy and substance are related each other to realize Wonderful Indonesia as a symbol of action. The branding of Wonderful Indonesia is seen as an effective way in order to attract foreign tourist especially Japanese tourist. The purpose of Wonderful Indonesia branding is to increase awareness of Indonesia tourism to international society, Japanese in particular. The increasing of nation branding leads into the increasing number of Japanese tourists in Indonesia.

The issue of cultural heritage looting, and international trade of arts and antiquities are inevitable to be tackled down as the global priority concern. The necessity of every developing country to maintain its cultural heritage has brought a concept of cultural diplomacy where economy, environment, and social aspects could evolve harmoniously. U.S. Government has brought Foreign Aid concept from developed to developing countries. In Cambodia, U.S. Government works with Ministry of Culture and Fine Arts which is expected able to implement its project align with cultural diplomacy vision of both countries particularly in preservation of cultural heritage. This study is to analyze the strategic implementation of U.S. Government program in Cambodia. Began with the cooperation background which explaining international relations concept, the study carries the scenario how did U.S. Government could preserve the cultural heritage in Cambodia. Deriving from foreign aid concept of international relations, the study specifically holds the analysis based on the legal agreement, policies in this cooperation and provides the correlation to what U.S. Government has implemented. The study takes from 2003 until 2013 as the timeframe, when there are several bilateral negotiations held and influence the cooperation progress. Thus, this research is descriptive and analytical research which applies qualitative approach through study from some bilateral U.S.-Cambodia development agreements, and other documents from U.S. Government and Ministry of Culture and Fine Arts.

Bilateral relations is the important factor in order to crate stability of good partnership.&#13;
Across the globe, many governments have devised a number of special relationships in&#13;
their foreign policy, with neighboring and distant countries, as well as with some&#13;
multilateral organizations, as done in Indonesia. Indonesia itself is a big country and rich&#13;
in abundant natural resources. The role of the Indonesian government in various ways&#13;
that support the development process is an innovation that is desperately needed in this&#13;
country. As well as the established of bilateral relations between Indonesia and China, it&#13;
is something very important that both parties help each other in all processes which&#13;
include in all sectors, such as economic sector. The process includes several activities&#13;
which one of them is about Chinese direct investments to Indonesia. Indonesian&#13;
government will certainly strengthen the bilateral relations with the Chinese government&#13;
following by the visiting President Joko Widodo to Beijing. In a state visited by President&#13;
Jokowi which received by the People's Republic of China's President (PRC) Xi Jinping,&#13;
the two leaders involved to strengthening cooperation in the energy development field.&#13;
Particularly, the President Jokowi invited the Chinese party to increase for the further&#13;
flow of direct investment in various fields in Indonesia, where President Joko Widodo&#13;
has launched a program to increase the electricity capacity up to 35,000 MW. In&#13;
Indonesia itself, especially in rural areas there are still many problems to faced, such as&#13;
economic growth, inadequate infrastructure, and also the problem of unstable energy&#13;
supply. Without a supply of adequate electricity, the activities of local community will&#13;
also be affected. As happened in the Kalimantan island, especially in the East Kalimantan&#13;
province, where actually Kalimantan itself is known as abundant producing of natural&#13;
resources for energy support. However, the lack of facilities and infrastructure which are&#13;
not supporting for the growth of electrical energy supply in rural areas. This create the&#13;
polemical for societies and local government because of delaying the activities and&#13;
quality of life. Electricity is an essential element for development, with the existence of&#13;
adequate electricity will support all the development activities which has been organized&#13;
by the government. Under the Joint Statement which was signed and approved by&#13;
Indonesia and China, both sides have agreed to establish and strengthen the cooperation&#13;
in various fields, such as trade, investment and economic development, indutrial and&#13;
infrastructure, maritime, technology and culture. But the main thing is the cooperation in&#13;
energy sector development, which is the power plant developing and investment in rural&#13;
area, East Kalimantan province.
