<description>THE IMPACTS OF U.S. “FREE AND OPEN INDO-PACIFIC” STRATEGY ON VIETNAM’S PRACTICE OF FOREIGN POLICY AMIDST THE SOUTH CHINA SEA DISPUTES (2017-2020)
Phuong, Nguyen Thao
The South China Sea disputes have long been an entangled issue for Vietnam national security due to China’s expansionism in the SCS. In response, Vietnam has been pursuing its multilateral and multidirectional foreign policy in which it seeks for bargaining position vis-à-vis China by strengthening cooperation with various partners at all levels to obtain international supports. U.S., China’s long-lasting competitor, has always been one of the most active partners who expressed great interests in the SCS issues. Under the Trump’s administration, the opposition and competition with China was further intensified under the adoption of the Free and Open Indo Pacific strategy in which U.S. elites highly express their concerns and commitment to enact regarding the SCS issues. This is an opportunity, yet, a challenge for Vietnam’s leadership to adjust its policy to obtain more benefits from strengthening cooperation with U.S. to hedge against China while ensuring its independent stance in the midst of great powers competition. Henceforth, with the basis of Neoclassical Realism theory, this thesis aims to explain and analyze the adjustment of Vietnam’s foreign policy towards the SCS issues under the influence of U.S. FOIP. By understanding the external effect of geopolitical changes due to U.S.-China heightening competition along with the internal cause of Vietnam’s strategic culture in approaching security issues, the unchangeable nature of Vietnam’s foreign policy of non-alignment due to historical experiences with China will be unveiled as the greatest barrier for Vietnam to rely on U.S. Simultaneously, the on-going China’s aggressive behaviors in the SCS has forced Vietnam to strengthen its power by flexibly practice “soft-alignment” in which it obtains to&#13;
U.S. assistance and actively participates in building a stronger ties with U.S. in all three aspects of diplomatic, military, and economic.

<title>THE ROLES OF INTERPOL IN ADDRESSING MARPOL VIOLATIONS IN THE STRAIT OF MALACCA THROUGH 30 DAYS AT SEA OPERATION (2019-2021)</title>
<link>http://repository.president.ac.id/xmlui/handle/123456789/11328</link>
<description>THE ROLES OF INTERPOL IN ADDRESSING MARPOL VIOLATIONS IN THE STRAIT OF MALACCA THROUGH 30 DAYS AT SEA OPERATION (2019-2021)
RAHMADIANI, NAMIRA PUTERI
As a fairly congested international shipping lane, various types of pollution cases&#13;
caused by activities of ship are commonly found in the Strait of Malacca. This&#13;
growing issue is affected littoral states’ economic and social conditions, especially&#13;
for the three countries that have water territory in the Strait, which are Indonesia,&#13;
Malaysia and Singapore. Acknowledging this vulnerability, INTERPOL conducted&#13;
an operation codename 30 Days at Sea to handle marine environmental crimes&#13;
cases. One of the targeted regions is the Malacca Strait. Recognizing that violations&#13;
of the MARPOL Convention were the most common cases that encountered during&#13;
the operations, the purpose of this study was to analyze the effectiveness of&#13;
INTERPOL's role in dealing MARPOL Convention violations in the Strait of&#13;
Malacca in 2019-2021. This study uses Neoliberal Institutionalism theory to explain&#13;
the nature of INTERPOL as an international organization that underlies cooperation&#13;
between law enforcement body in dealing with security issues. This research uses&#13;
a qualitative descriptive method by utilizing Lubis and Huseini (1987) analytical&#13;
indicators through approach from the source (input), process, and target (output), to&#13;
find out how effective the collaboration is. The analysis finds that most of the law&#13;
enforcement process held by INTERPOL in the Strait of Malacca is only limited in&#13;
doing enforcement patrol, and their operational goal to establish legal cooperation&#13;
framework as long-term instrument of enforcement and prevention still has not yet&#13;
fulfilled. Nevertheless, their role can still be categorized as effective because as an&#13;
international organization, INTERPOL is capable to provide supports to start the&#13;
cooperation, assisting the cooperation process, and also set a target for cooperation&#13;
so that the participants can get output from cooperation. In conclusion, even though&#13;
INTERPOL's performance still left a few indicators unfulfilled, they still succeed&#13;
in meeting their responsibility as an international organization in supporting&#13;
cooperation between states.
