Afghanistan has been experiencing a very long conflict and civil war since the invasion from the Soviet Union in December 1979. Then, it was followed by the existence of Taliban in controlling the country as well as the involvement of the United States of America to conduct war against the Taliban in Afghanistan on October 2001. This condition causes many impacts to the country such as insecurity, economic degradation, political instability, and poverty. Afghanistan faces a very serious development challenge to build the country again over tremendous conflict. The country becomes one of the poorest countries in the world according to UN and the World Bank. Therefore, many international organizations have put many concerns in supporting the government of Afghanistan to develop the country and provide prosperity to the people. One of the most important international organizations that play significant roles in Afghanistan is United Nations Development Programme (UNDP). UNDP has declared to support the government of Afghanistan to eradicate poverty problem in the country. So, this thesis would like to research how the UNDP conduct its roles in supporting the government of Afghanistan to eradicate the poverty problem in the country. This research will use qualitative research method by analysis official report publications from UNDP and other literature reviews and publications. This is expected to provide new knowledge about how international organization like UNDP who could design and play roles in situation and condition like Afghanistan’s model. Finally, the research finds that UNDP has set very comprehensive programs and frameworks to be implemented successfully in Afghanistan with focus on livelihood, human development, infrastructure, nationaland local government governance, environmental management, and agricultural development. The author uses the theory of Neoliberal Institutionalism to define and link the role UNDP plays in eradicating poverty in Afghanistan.

The general conceptualization of Third Neighbor reflects Mongolia’s genuine interest to ensure its economic independence from its immediate neighbors, primarily from China. In 2010, Mongolia officially regarded the United States as its Third Neighbor and the two countries agreed to enhance their bilateral relations under the framework of Third Neighbor policy. This thesis, therefore, attempts to provide a comprehensive analysis on the implementation of Mongolia’s Third Neighbor Policy with regard to the U.S. from 2010 to 2019.  It uses data from U.S.’ and Mongolia’s government documents to investigate the U.S.-Mongolian perception of threat from China prior to 2010 as well as their common national interests and offers detailed examination on the subject matter. After drawing a clean and concise picture on how the U.S. and Mongolia came to a decision to enhance their bilateral ties, the thesis further illustrates what actions the two governments have taken as a countermeasure to the growing China threats in the region.

This thesis will analyze the role of the Japan Foundation in promoting Japanese culture in Indonesia, especially activities in 2015-2017. After World War II Japan realized the importance of maintaining trust between countries and continued to maintain that relationship by introducing Japanese culture as Japan diplomacy. Therefore, in achieving its national objectives the Japanese government established Japan Foundation as an institution tasked with promoting Japanese culture and cultural exchange in various parts of the world, especially Indonesia. It is hoped that with the establishment of the Japan Foundation it can become a bridge in building and maintaining good relations between Japan and Indonesia. In order to maintain relations between countries, the Japan Foundation makes various programs containing Japanese culture that were introduced to Indonesia therefore the exchange of information is created, for further information about Japan, not only that, Japan Foundation also provides assistance in the form of scholarships study in Japan and assistance to Japanese study institutions. Therefore, the thesis will analyze the role of Japan Foundation in Indonesia from 2015 until 2017 in promoting Japanese culture by using the theory of Soft Power and Cultural Diplomacy. Qualitative research methods were used using sources from books, journals, articles, and official publications from the Japanese government, Ministry of Foreign Affairs Japan and Japan Foundation. The results of this study found out that Japan Foundation has a role to maintain the two countries' relationship and has contributed to promoting Japanese culture in Indonesia.

As soon as the European Union (EU) imposed the economic sanctions against the Russian Federation, the Russian Federation has experienced a major significant changes in its national economic policy and economic foreign policy, this is taken as a response to the economic sanctions imposed by the EU. The economic sanctions by EU has inflicted a damage in national economic as well as deter the Russian Federation national interest in Ukraine, particularly on Crimean Peninsula annexation. Seeing to the impact of economic sanctions and EU’s dependency on the Russian Federations gas export and food and agricultural product import, the Russian Federation counter the economic sanctions against the EU on 6 August 2014. The counter of economic sanctions by the Russian aims to put EU as the same position of the Russian Federation as the object of the imposed economic sanctions. Hence, this thesis explores the Russian Federation’s policy in countering the economic sanctions against the EU from 2014 – 2018, while see the annexation of Crimean Peninsula by the Russian Federation in 2013 as the background of the EU in imposing the economic sanctions against the Russian Federation. This thesis adopts Tilman’s threat perception concept to understand the dimensions threaten the Russian Federation, and connected to Hunter’s concept of economic sanction and counter economic sanctions to discuss its correlation with the Russian Federation decision in countering the economic sanctions. This research found that there are several findings. First, the annexation of Crimean Peninsula by the Russian Federation derived from its national interest, since the Russian Federation sees it as the former part of USSR. Second, the European Union sees the annexation of Crimean Peninsula as a threat to them in many ways, such as geopolitical interest, regional stability and EU member expansion. So that the EU imposed the economic sanctions. Third, the imposing of economic sanctions by the EU against the Russian Federation poses a dilemma for the sanctioner (EU), since EU is depend on the Russian Federation import and export activities. Lastly, the counter of economic sanctions by the Russian Federation threaten EU for theirs long term project, seeing to the economic partnership expansion and market shift policy by the Russian Federation from 2014 – 2018, or during the economic sanctions period.
