Traffic light controller holds an important role in&#13;
maximizing traffic flow. However, normal traffic light&#13;
controller with fixed phase duration is ineffective to handle&#13;
traffic with variable density. Therefore, this paper proposes a&#13;
fuzzy logic controller to improve the flexibility of traffic light&#13;
controller in handling variable traffic density. Furthermore,&#13;
the fuzzy logic controller is optimized using Harmony Search&#13;
algorithm. The proposed fuzzy logic controller is marked by its&#13;
capability to decide which lane will have green phase. Also, it is&#13;
capable to extend and terminate a green phase or a red phase.&#13;
An observation on an intersection at Bekasi, the fifth largest&#13;
city in Indonesia, is done to provide a real case simulation for&#13;
comparing the proposed fuzzy logic controller and the existing&#13;
controller. The simulation shows that the optimized fuzzy logic&#13;
controller outperforms the existing fixed-duration controller.
