Abstract:
This research was motivated by the high level of land-related disputes that occurred in Bekasi district side by side with the Covid-19 phenomenon which increasingly encouraged digitalization programs in various lines, especially the Government. Government action as a provider of regulations, in this particular case government regulation number 18 of 2021 concerning. The purpose of this study is to analyze whether this regulation is effective to be implemented, especially in Bekasi Regency related to the PTSL program. This study uses a qualitative method. Data were obtained from various literatures, both books, journals, and the internet and interviews with officers who directly handle PTSL. Qualitative analysis is taken from the interpretation of the data by providing information and explanations. The results show that the level of effectiveness of a regulation must be supported by various communication strategies to the community, supporting facilities and infrastructure, and community enthusiasm.
