Abstract:
ODA is a form of foreign aid given by developed countries to developing
countries. Japan is one of developed countries that give ODA to developing
countries, one of the developing countries is Indonesia. Recently Indonesia has
become one of middle-income countries and one of G20 members, because of its
efforts in recovered from financial crisis in 1998. Besides recovered from
financial crisis, Indonesia also has an important role in SSTC since its role in
AAC, which became ideological origins of SSTC. SSTC is cooperation that
involving developing country as provider country, developed country as donor
country, and other developing country as recipient country. Indonesia and Japan
through its ODA have been cooperated in helping other developing countries
under the framework of SSTC. Realizing the achievement that achieved by
Indonesia in the world forum, nowadays the role of Indonesia is important as
provider country under the framework of SSTC. The lack of experience of
Indonesia as provider country became the obstacles in implementing an effective
SSTC programs in the future. Therefore, Japan through JICA will continue to
support Indonesia to increase its capacity as provider country especially to
increase the capacity of Indonesia's SSTC. This thesis represents the strategies
proposed by JICA in 2010-2014 to Indonesian government to enhance the quality
of program, institution, as well as human resources in Indonesia's SSTC.
