dc.description.abstract During the post-cold war, the study of international relations has more to do with the military issues. Not to mention, the issues in international relations changed due to the shift in the main actors which was not only carried out by the state but also by non-state organization. Recently, humanitarian issue become a concern in international world. Starting from its humanitarian issue, European Union is tightening its foreign policy in dealing with its issues, particularly the refugees crisis. The EU emphasize to all member states to open their border for asylum seekers which enter their country. However, several member countries are tend to close their border due to feared to be a national threat. Nevertheless, Germany decide to welcome refugee, as a matter of fact, Germany under Angela Merkel, implement the new policy which known as Open-Door Policy. In accordance with European Union Political Guideline, Germany has been implemented the open-door policy in line with the Common European Asylum System that is legally binding by all EU member state in 1999’s. Through this research study, the cooperation between The EU and Germany in dealing with refugee through its policy would be proven through neoliberal institutionalism theory. Further, the motive of Angela Merkel still defending its new policy also would be proven by national interest concept. en_US
