Abstract:
The prospect of the Earth being intricately stressed and harmed by human-induced
activities had become a high level political issue for countries in the world.
Overcoming the problems posed by global climate change raises the need for global
participation and international cooperation in order to achieve collective climate gains
by creating particular institutional regulatory framework. The European Union as an
international organization has developed and implemented EU Climate and Energy
Package as the attempts to solve global climate change problem. At the national level,
Germany plays prominent role in this issue because it has one of the largest
economies in EU and is a highly-industrialized country that relies heavily on oil,
natural gas, and coal which in turn has great responsibility to combat climate change.
Energiewende as Germany’s national policy also has ambitious emission target higher
than set in EU that makes it interesting to explore. It is important to see Germany’s
energy shift within the context of EU to grasp how international organization exerts
significant influence to solve climate issue by forming international cooperation and
influence state action. Specifically noting what Clive Archer argues that EU a
sophisticated international organization with certain supranational institutions in it
that has the capability to enforce state compliance by imposing legally binding targets
for Germany. In short, it can be observed that EU’s supranationality has the role in
Germany’s compliance by implementing EU climate and energy package into its
national policy. As the result, Germany has implemented its national policy
consistently according to EU climate and energy package, namely in emission
reduction, renewable energy and energy efficiency sectors
