Abstract:
This research describes the role of non-state actors in its efforts to implement a CSR in an area that has a high conflict escalation. Shell Petroleum Development Company of Nigeria Ltd (SPDC) is one of the non-state actors are categorized in the class multinational corporations and conduct business in the Niger Delta. Sustainable development and poverty is a pervasive problem in the Niger Delta, especially because of the lack of commitment of the government of Nigeria significantly to regional development. As a corporate citizen, Shell has contributed in many ways to the development of local communities in the area. Based on a critical analysis of the changes in strategy and policy, the study states that the previous Shell approach to community development in the Niger Delta encouraging unsustainable development and a culture of dependency. It concludes that the recently launched community sustainable development strategy has the potential to succeed where others fail, if implemented within the framework of tri-sector partnerships involving Shell, the Nigerian government and civil society. In conducting effort of creation sustainable development in the Niger Delta, SPDC walk with the principle of corporate social responsibility (CSR), namely as a form of social responsibility in its place to explore for the interests of the company. In explaining this phenomenon researchers used the theory of "Neo-Liberalism", and the paper explores Stake Holder Theory as conceptual framework for understanding CSR program conduct by Shell Company in Nigeria (SCiN) in Niger Delta.
