Abstract:
The National Manpower Survey indicates that in February 2023, Indonesia's unemployment
rate was 5.45%, making it one of the nation's major problems. The Indonesian government is
implementing 'Golden Indonesia 2045' as a strategy to lower the unemployment rate in the
nation, which currently stands at 8 million. To support the government, this group conducts a
character development program and will focus on the young girls’ issues in Panti Sosial
Asuhan Anak Putra Utama 3. It was anticipated that this program would empower young
girls and expand their career opportunities by putting feminist theory into practice. In
addition to the implementation of SDGs that focus on gender equality, quality education, as
well as decent work and economic growth, this program aims to improve their entrepreneurial
spirit, by giving lessons on developing an entrepreneurial mindset, group discussions, games,
motivating videos, discussions of inspirational films, art-making from waste, as well as the
creation of acrylic keychains and bracelets from beads. Despite the lack of education
regarding entrepreneurship in the orphanage, the program succeeded in instilling
entrepreneurial character. This is demonstrated by the notable shifts in the young girls pre-
and post-program perspectives on their future goals. This program utilizes the Phillips and
Pittman Model for Community Development which focus on 3 steps of implementation
which are capacity building, social capital, and outcome.
