Abstract:
Paradiplomacy is a relatively new science study in International Relations
subject to help understand the cooperation between two sub-state entities from
different countries. These two sub-state entities can be in different forms such as
regional governments, non-government organizations, multinational companies,
and government institutions that have one similar interest that both parties have
agreed upon. The regional government of Special Region of Yogyakarta and the
State of Victoria has managed to utilize the concept of paradiplomacy in the form
of sister province cooperation in increasing each regions activity in the international
scene. Both regional governments have signed a formal Memorandum of
Understanding with the sector of arts & culture as their agreed sector as one of the
work frames of the cooperation. The writer utilizes Alexander Kuznetsov’s
paradiplomacy analytical framework to analyse the sister province cooperation
between Special Region of Yogyakarta and the State of Victoria. The analytical
framework covers six questions that explains the case of paradiplomacy such as the
cause, the consequences, the legal grounds, the institutional products, the
predominant motive, and the attitude of the central governments.
