Abstract:
Illegal, Unreported, and Unregulated (IUU) fishing activities have become a threat that
has received serious attention from the Government of Indonesia in matters of maritime affairs
and the fisheries sector. IUU fishing activities that occur in Indonesian seas have caused a lot
of losses and this activity has occurred due to a lack of supervision from Indonesia in its seas
which then led to this illegal fishing activity, especially in the South Natuna Sea. What
Indonesia is trying to do in managing its maritime security is not enough to suppress illegal
fishing activities that occur in Indonesian seas. Given the vastness of Indonesia's seas, a more
comprehensive strategy is needed in order to maintain the security and sovereignty of
Indonesian waters. The Minister of Marine Affairs and Fisheries then decided to implement a
policy to address IUU fishing that occurred in Indonesian waters in order to protect Indonesia's
interests in its waters. This research will discuss the implementation of policies carried out by
two Ministers of MMAF, namely Susi Pudjiastuti and Edhy Prabowo in 2014-2020 and
conduct an analysis based on the theoretical framework used in this research to review how the
implementation of policies carried out by the two MMAF Ministers in in fighting IUU Fishing
that occurs in Indonesian waters in the long term and how this policy is viewed in accordance
with the theory used by the authors in this study. The research methodology used by the authors
in this study is a qualitative method, with data obtained by conducting library research and
interviews with related institutions to obtain in-depth data regarding policy implementation
against IUU Fishing in the 2014-2020 period. The results obtained from this study are that there
are significant differences between the implementation of policies carried out by the MMAF
Minister in the era of Susi Pudjiastuti and the MMAF Minister in the era of Edhy Prabowo.
Based on the discussion and analysis carried out on the implementation of the policies carried
out by the two Ministers of MMAF, it is known that their implementation is sufficient to
suppress IUU Fishing actions that occur in Indonesian waters but has not yet been in the
maximum policy implementation efforts to provide prosperity for the community.
