Abstract:
Children of Migrant laborers from Indonesia in Malaysia are mostly denied the
right to education because they are not fully documented, consequently making
them stateless. This is due to the misaligned regulations of Indonesian and
Malaysian Migrant Workers. Considering that under national and international
law, education is a right for everyone. This study focuses on multi-tracks
diplomacy efforts, carried out by the governments of Indonesia and Malaysia in
fulfilling the educational rights of children of Migrant laborers from Indonesia
in Malaysia. The research method utilized is a qualitative method with
secondary data collection. The theories used to understand this issue are multi-
track diplomacy and human security. The findings are that the multi-track
diplomacy conducted by the Indonesian government in handling the problems of
Indonesian Migrant Worker children in Malaysia resulted in an agreement to
build a Community Learning Center (CLC) for Indonesian migrant worker
children. In addition, Indonesia sent bina teachers and helped procure
population documents. The development of the CLC is inseparable from the
support of palm oil companies; local palm oil companies bear school facilities.
The Joint Statement between Indonesia and Malaysia strengthens the CLC. The
author sees that the national interests of both countries encourage them to pay
attention and provide educational rights for children of Migrant laborers from
Indonesia. The decision to build the CLC is a mutually beneficial agreement.
