THE IMPLEMENTATION OF GENDER QUOTA AND WOMEN PARTICIPATION IN THE INDONESIAN HOUSE OF REPRESENTATIVES UNTIL GENERAL ELECTION 2019

Abstract

This study aims to examine the level of women representation in the Indonesian House of Representatives until the 2019 general elections through the application of gender quotas. Therefore, the research will analyze the role of CEDAW on the implementation of gender quota in Indonesia. This research uses a qualitative method by collecting data from secondary sources that refer to previous research studies and government reports. The results of this study indicate that article 4 of CEDAW regarding the concept of affirmative action has become a reference for the government to increase women's representation where the concept of affirmative action is implemented in the form of a 30% quota. In addition, in the impact of gender application in the 2019 elections shows that there is an increase in the number of women which is 118 or 20% up 3% from the previous election. The final results of this study conclude that CEDAW plays an important role for the government to formulate the concept of affirmative action which is then applied with the gender quota system. Looking for the impact of gender quotas until the 2019 general elections, gender quotas can increase the number of women in the DPR RI with an increase in the number of women 118 or 20% in the DPR RI.
