dc.description.abstract This research attempts to analyze the factors which influence UNDP’s Disaster Recovery policy and explore in detail the role of UNDP in Disaster Management, with special reference of 2005 Nias Earthquake. This research is significant in providing detailed information on the influencing factors of UNDP’s Disaster Recovery policy, the role of UNDP in Disaster Recovery especially on 2005 Nias Earthquake, prove UNDP’s role in recovering Nias to a better state than before the disaster struck and prove that UNDP’s programmes conform with BAPPENAS Note on Reconstruction. It takes the timeframe of 2005 – 2009 because most of UNDP’s most active programs in Nias are implemented in the said time. This descriptive and analytical research uses the method of Library Research which is analyzing historical records and documents UNDP publishes as first-hand sources. The writer also uses Field Research by doing personal interviews with staff(s) who were involved in the Disaster Management project on Nias. Generally, it has been found that UNDP’s participated in Disaster Management through Recovery efforts, and their policies varied on every cases as influenced by the scale of the disaster, the role as well as the capability government to handle the disaster and the vital recovery needs of beneficiaries. The programmes UNDP implemented in Nias are Emergency Response and Transitional Recovery, Support to strengthen the role of CSOs, and lastly Nias Island Transitional Programme. All those projects were done by all the while giving Technical Assistance to BRR. These programmes were very good in the conception of recovering Nias to a better state before the disaster struck, but many criticisms still loom over the execution processes. However, the programmes conformed well with BAPPENAS Note on Reconstruction. en_US
