Abstract:
The development of vocational education and training (VET) system in European countries where in earlier each countries have the different mechanism and procedure in its qualification system which it gives the limited access towards the worker that have low-skilled and foreign worker in finding the proper occupation job across European countries. Then, it influences the European Union (EU) to initiate the cooperation and integration process regarding on idea of the vocational education and training (VET) program which eventually followed by EU member states. The ideas to enhance the cooperation in vocational education and training (VET) program started from the adaptation of Copenhagen Declaration on vocational education and training (VET) in Bruges communique 2011 which it proposes the cooperation of VET program that needs to be priorities by EU member states in order to increase productivity gains through the improvement of quality assurance, the low youth unemployment and sustainable supply of skilled worker between EU member states at all level of vocational education and training. This declaration also embraces the countries that have VET system before like Germany with its dual system model. Since initiation of EU-VET program has assigned by EU member states in Bruges communique, Germany dual system have to adapt with EU VET program in term of its qualification system, participant and contents of VET as the form of Germany in following integration process from EU-VET program to their dual model system. The integration process itself known as Bruges-Copenhagen process between European Union (EU) and its member states (Germany) in order to pursue their mutual interest in implementation VET program as regionally. This research will explain those process through Neo-functionalism theory by Ernest B,. Haas and supported by Neo-liberalism theory by David Harvey. This research will use qualitative method to elaborate and describe the information towards facts and data in those process.
