Abstract:
This thesis aims to explain the dynamics of paradiplomacy between the Government of DKI Jakarta and the Government of the City of Rotterdam to overcome floods in Jakarta within the framework of inter-city cooperation by describing the process of cooperation, the realization of cooperation and various factors using descriptive qualitative research. In this study raised the question "How the Sister City Collaboration between the Special Capital Region of Jakarta and the City of Rotterdam in the Flood Mitigation Efforts Period 2010-2015.". In this study, the authors use a framework related to international cooperation theory, the concept of sister city, and the concept of regional autonomy, as well as the concept of paradiplomacy. The results of this study indicate that the problem of flooding can not be completely avoided, but the impact caused by flooding can be reduced by making various prevention efforts. Some prevention efforts are in collaboration with the City of Rotterdam in urban water management.
