Abstract:
The Millennium Development Goals are an international commitment drafted by
the United Nations and approved by its 189 member states. This commitment was
adopted in 2000 and the target is to be achieved by 2015. To that end, Indonesia
as a member country of the United Nations has the same goal of reducing poverty
with the concept of undertaking development in areas that are recognized to affect
the level of poverty in the Education field. The Millennium Development Goals
are also integrated by the Indonesian government into the National Development
System both in the central government and in the local government. This thesis
focusing in Aceh, which is undertakes a commitment to achieve the Millennium
Development Goals number 2 in Achieving Universal Primary Education. In
2011, the Indonesian government established a Regional Action Plan for all
provinces in Indonesia under control and evaluation by the National Development
Planning Agency (BAPPENAS). The Regional Action Plan was established to
accelerate the achievement of the Millennium Development Goals beginning in
2011 and is targeted to end in 2015 in accordance with the deadline of the
Millennium Development Goals of the United Nations. The results of this thesis
explain how the implementation of the Millennium Development Goals in
Indonesia, focusing in Aceh through the Regional Action Plan on the Education
Sector in Aceh in 2011-2015 that showed there are an improvement because of
this plan. This improvement based on every indicator from UN MDGs Goal 2.
However, there are some challenges to be faced, but Aceh Government make a
good results of improvement their way to accelerate the achievement of UN
MDGs Goal 2 in Aceh, it is also affect the progress of central government which
is Indonesia. This thesis is written using qualitative methods so that in the process
of collecting data and case analysis collected from several sources and this thesis
using liberal institutionalism theory in international relations.
