Abstract:
After Supreme Leader of North Korea, Kim Jong Il passed away in 2011, his son automatically became Supreme Leader of North Korea to replace him. In lack experience, North Korea is increasingly worried about the upcoming situation. Proven since the reign under Kim Jong Eun, many of the violations committed by North Korea itself and create an international world restless. The United Nations Security Council takes more serious action than the previous two generations. For example, on January 24, 2013 North Korea felt pressured and would launched a direct warhead rocket into the United States. The threat of North Korea came as a reaction of communist state against the issuance of a new UN Security Council Resolution on January 22, 2013 about harsh criticism over the trials of North Korea's long-range rocket launch on December 12, 2012. The latest North Korean reaction in 2016 because the United Nations General Assembly (UNGA) began to muster votes to ban on the use of nuclear weapons, or it can be by negotiating. Although there are opposition parties, including the largest nuclear states, such as the US, India, Israel, North Korea, Pakistan, and Russia. In this case all of them one vote to defend their nuclear facilities, because the states of nuclear argue that nuclear weapons actually play an important role in the world peace and very dependent on their security to the nuclear weapons. Using the framework of Neo-realism, Balance of Power, Threat Perceptions, and Foreign Policy as a result, one of the state of nuclear, North Korea considers to keep struggling for improving their nuclear program based on internal factors for policy determination of North Korean government by responding to the UN Security Council's policy of using nuclear weapons and external factors comprising pressures from international organizations that disadvantageous and burdensome to the North Korea.
