Since 21st century, international seaborne trade has been facing piracy incidents which already have its root from thousand years ago. There are domestic and international implications that occur as results of piracy; such as politics, environment, diplomacy and economy implications. To solve this issue, United States of America, as one of the countries which experience the disadvantages, has responded to execute cooperative actions with other international actors in International Relations. Piracy off the coast of Somalia, especially in Gulf of Aden, has been countered by U.S. navy in Combined Maritime Forces 151 and Coast Guard in protecting the maritime territory. U.S. believe that implementation of navy joint operations will solve the problem of piracy in Somalia. The main theory to discuss this problem is Maritime Security by Ed Tummers. There is also a linkage between Failed State theory and theory of Competitive Control which are reflecting the condition within Somalia. This thesis will further elaborate the U.S. navy response as implementation of cooperative maritime diplomacy which explained by Christian Le Miere. |
