dc.description.abstract Indonesia has experienced the rampant occurrence of illegal, unreported, and unregulated (IUU) fishing, which brings a lot of negative impacts. IUU fishing is a serious concern, it endanger not only the fisheries resources and ecosystem but also endanger the state’s food security, maritime security, and triggers conflict between state. Therefore, there is a need of effort from Indonesian government to combat IUU fishing. Thus, Indonesia’s involvement in regional cooperation namely the Regional Plan of Action to Promote Responsible Fishing Practices including Combating Illegal, Unreported and Unregulated Fishing in the Region, popularly known as RPOA, become one the respond of IUU fishing threat. The RPOA has eleven core Action Plan in which this thesis is significant in providing detailed information and explanation particularly about RPOA’s core action of strengthening monitoring, control, and surveillance (MCS) system through RPOA MCS networks. The study is conducted by using the qualitative method of analysis by using book, official document and report from RPOA and its participating country as the primary data, and other sources provided by other institution or individual as secondary data. The result of this thesis will explain how has the RPOA MCS network help Indonesia in combating IUU fishing in 2012-2016. en_US
