Various fairly broad impacts have been caused by the Covid-19 pandemic situation which is still ongoing, especially in the fulfillment of Human Rights in the Economic, Social, Culture fields in the midst of a crisis during the pandemic for many countries, especially for Indonesia, Thailand, and the Philippines which are countries with The highest risk rate is in Southeast Asia. The Covid-19 pandemic has become a global health crisis that has also caused an economic recession, but the Covid-19 pandemic cannot be an excuse for violating human rights. Therefore, it is more difficult for the state to make a policy to be implemented during the pandemic so that the implemented policies do not violate human rights and can continue to fulfill economic, social and cultural rights, especially for the countries of Indonesia, the Philippines and Thailand which have ratified the International Covenant. of Economic, Social, Cultural Rights (ICESCR).
