Abstract:
An electronic identity card or certificate of electronic data recording from the
Population and Civil Registration Service is the main requirement for someone who wants to
vote in the election of Governor and Deputy Governor. In the 2020 election for Governor and
Deputy Governor of Jambi Province, violations were found regarding voters who did not have
an Electronic Identity Card and Certificate. The aim of this research is to find out and
understand the validity of the vote count for voters who do not have an Electronic Identity Card
and Certificate. Then to find out and understand how invalid voter votes influence the final
results of the 2020 election for Governor and Deputy Governor of Jambi Province. The type of
research used in writing this thesis is normative juridical legal research, Statute approach where
the author will be reviewing the laws in Indonesia. The author will use primary legal material
and secondary data material. The importance of the Electronic Identity Card and Certificate is
the voter's obligation for the validity of the vote. Therefore, the Decree of the Jambi Provincial
General Election Commission Number 127/PL.02.6-KPT/15/PROV/XII/2020 is considered
invalid because voters are without requirements. This had an impact on the final results of the
election, in which Candidate Pair Number 3 emerged as the winner with a greater number of
votes. The impact of unconditional voter participation played a key role. Strengthening the role
and more effective actions of the Voting Committee, especially in ensuring voters meet the
requirements, can guarantee the validity of the election process and represent the actual results
in the Decision of the Jambi Provincial General Election Commission.
