Abstract:
Organizations frequently face challenges in managing human resources effectively due to
the absence of integrated systems that monitor employee performance, identify training
needs, and support long-term talent development. According to LinkedIn’s Workplace
Learning Report (2023), 94% of employees would remain longer at a company that invests
in their learning and development. However, only 27% of organizations have structured
frameworks to support this. Similarly, a Gartner survey found that 81% of HR leaders
believe their current performance management systems fail to meet workforce needs.
To address these issues, this paper proposes the design and development of a
comprehensive Talent Management System (TMS) that unifies three core modules:
Performance Management, Training Management, and Talent Pool Management. The
primary objective is to support data-driven decision-making and align employee
development with the organization’s strategic goals. The proposed system aims to improve
employee retention, enhance succession planning, and boost overall organizational
performance. This study will use a system development methodology, beginning with
requirement analysis, system design, development using PHP language integrate to Laravel
framework, and evaluation through user testing and feedback. The final goal is to deliver
an integrated, user-friendly platform that allows HR and management teams to monitor key
employee metrics, streamline training interventions, and cultivate high-potential talent
more effectively and transparently.
