Abstract:
The urgency of this research is motivated by the phenomenon of disparity
between normative regulations and factual implementation in the performance of
Bekasi City DPRD members, which is reflected in the low level of attendance at
sessions, minimal legislative initiatives, and weak oversight functions of the
executive. The Bekasi City DPRD has issued Regulation Number 01 of 2024
concerning Rules of Procedure as an effort to improve the discipline and
accountability of its members performance. However, the effectiveness of the
implementation of this regulation is still questionable due to challenges in enforcing
discipline and transparency. The formulation of the problem in this study is an
analysis of the provisions in DPRD Regulation Number 01 of 2024 and its
implementation in improving the discipline and accountability of DPRD members
performance. This study uses a normative legal methodology with a statute
approach and a conceptual approach, as well as data collection techniques based on
literature studies of primary and secondary sources. The conclusion of the study
shows that although DPRD Regulation Number 01 of 2024 contains comprehensive
provisions regarding performance standards and sanctions for violations, its
implementation still faces obstacles such as low member awareness, weak internal
supervision, and lack of transparency.
