Abstract:
This research discusses the problem of film piracy that is rampant in Indonesia,
especially through the illegal streaming site Layarkaca21 which harms copyright
holders by violating their exclusive economic rights. The purpose of this study is to
analyze the form of legal protection provided under Law Number 28 of 2014
concerning Copyright and evaluate the effectiveness of its law enforcement against
digital piracy. The method used is normative juridical by examining primary legal
sources including legislation and secondary sources such as journals and expert
opinions. The results show that although the law has regulated preventive and
repressive protection, its implementation is still weak due to low public awareness,
reactive law enforcement, and technological limitations. This study concludes that
copyright protection will be more effective if supported by strict law enforcement,
inter-agency coordination, technological integration, and comprehensive public
education.
