dc.description.abstract People smuggling was one of problem which nowadays assume as the threat in international arena, the effect of this phenomena resulting on states sovereignty distortion as example border protection. Even the worst case is if the state which become the destination cannot control the increase on immigrant flow, their management control toward the citizens who are illegally entering the border would causing big disadvantage in the sector of economy which can be said as the main source of state development and state insurance for the bargaining power interaction with multi-actor in international environment, it is the same case in Australia agenda for their foreign policy. And then, most importantly the route which always used for most every smuggling activity was the water route. Where this route is important not just for Australia but also their neighborhood countries just like South Pacifica Countries, this is also where the problem lies where Australia need a strategy and partner in counter people smuggling. Moreover, Indonesia as the state with big water territory which also reaching the South part of Pacific Ocean, also one of state that have quite more power rather than Oceania states, then known as the common route for people smuggling to Australia also have its most big role. Where the direct water route in reaching Australia was always passing through Indonesia water territory, those unconsciously become the strong red thread for Australia to deploy their policy implementation in dealing with people smuggling for the sake of their people and interest protection, along with other neighborhood counties on their migration detention and shelter. Thus, through this study, the writer tries to present the reader about analysis on Australia approach in using their water border and neighbor states in their implementation policy. en_US
