THE ROLES OF UNHCR IN COOPERATION WITH SYRIAN GOVERNMENT IN DELIVERING HUMANITARIAN ASSISTANCE ON INTERNALLY DISPLACED PERSONS: STUDY ON SYRIAN CIVIL WAR 2011-2013

Abstract

This research paper attempts to study on the roles of UNHCR in cooperation with Syrian Government in assisting IDPs in the case of Syrian civil war during 2011-2013. Since the civil war in Syria Arab Republic massively erupted in 2011, the IDPs are among the most vulnerable affected people who need greater attention in international realm. While their population in Syria is the biggest in the world, IDPs faced human rights violations by its own country such as restricted access to seek shelter, lack of government authorization on IO access to assist the affected people, damaged national infrastructure as well as limited city supplies. Hence, the research problem that the writer tries to address will be the Cooperation between UNHCR and Syrian Government in delivering humanitarian assistance on Syrian’s Internally Displaced Persons by using descriptive and analytical method on the case. To know the roots of the eruption of conflict, understanding the dynamics of Syrian Civil War by IR scholars is very important, as well as the discussion on the legitimacy of IO to give IDPs a humanitarian assistance is crucial since IDP protection lies under the responsibility of its own government. In analyzing the UNHCR roles and Syrian Government, writer uses the idea of theory of Liberal Institutionalism. The scope will be limited to the current civil war that happens during 2011-2013, although the displacement is rooted from 1967.Based on findings gathered from UNHCR report, writer finds that there are sectors important in describing the roles of UNHCR in delivering humanitarian assistance; Non-Food Items, Shelter, Health, Education also Community Services. Finally, the scope of cooperation between Syrian Government and UNHCR is ensured under UNSC resolutions, and SHARP 2012-2013.
