THE CONTRIBUTION OF ECPAT INDONESIA ON ITS ATTEMPTS TO PROACTIVELY ELIMINATE INDONESIAN CHILD COMMERCIAL EXPLOITATION OF CHILDREN IN TRAVEL AND TOURISM 2009-2018

Abstract

Indonesia is a country that is famous for its tourism which is able to attract foreign tourists to millions of people each year. According to BPS, the number of foreign tourists visiting Indonesia is 10,584,720 people with various destinations. Unfortunately, these achievements are not only positive but also negative because there are indications of child exploitation leading to cases of sexual violence against children. According to KPAI, the number of cases of child abuse in Indonesia reaches to 4,885 cases. The high number of cases caught the attention of the Indonesian government to be dealt with immediately. Still, because the number of cases is increasing every year, the government opens opportunities for cooperation with other parties in eradicating commercial sexual exploitation of children cases in Indonesia, following the concept of cooperation in the Liberal Institutionalism theory described by Keohane & Nye. This is where ECPAT INDONESIA shows up, as a party who works with the government in handling CSEC cases in Indonesia. The author uses a qualitative research method and using International organization by Clive Archer to analyze ECPAT Indonesia contribution in reducing the number of CSEC through its roles as an International Organization. As a result, by carrying out various programs such as advocacy, collaboration and cooperation, as well as agreements with multiple stakeholders from 2009-2018, the number of CSEC cases in Indonesia has decreased.
