INDONESIA - ASEAN COOPERATION ON NATURAL DISASTER MANAGEMENT IN SOUTHEAST ASIAN REGION: THE ESTABLISHMENT OF ASEAN HUMANITARIAN ASSISTANCE (AHA CENTRE) (2004-2018)

Abstract

Southeast Asia is one of the most vulnerable regions to the threat of natural disasters in the world. Indonesia is an ASEAN member country most frequently hit by natural disasters. As a result, people's lives are threatened, and the country often experience losses. For this reason, Indonesia seeks to support ASEAN in building humanitarian assistance in the Southeast Asian region to protect their country while also to help other ASEAN countries to prevent excessive impacts resulting from natural disasters. Therefore, this thesis will provide an analysis of Indonesia - ASEAN cooperation on natural disaster management in Southeast Asian region (2004-2018). This thesis uses descriptive analysis and qualitative research methods by collecting secondary data through journals, books, previous studies, and valid documents. To analyze the case study, this thesis uses the theory of neoliberal institutionalism, followed by the concept of human security. It was found that ASEAN, as an international organization, can provide a scope of coop-eration between countries so that Indonesia and other ASEAN members can co-operate for mutual benefit to achieve mutual interests in overcoming the vulnera-bility of natural disasters which is a common problem for the Southeast Asian re-gion.
