dc.description.abstract China needs energy access to support the sustainability of industrialization as well as the development of the economically backward western region. Maritime Silk Road is one of the solutions to secure reliable energy supply and encourage economic development of China’s western region. This analysis is carried out using the developmental state theory which explains the economic and political manage-ment of developing country such as China, by placing the state as the central actor. The second theory, energy security, describes the elements needed to achieve energy security. This analysis of Maritime Silk Road initiative is limited in the year of 2013-2015.This study finds that the initiative of Maritime Silk Road is to strengthen eco-nomic strategy of Xi Jinping’s. Economic strategy to secure reliable energy supply and to develop the economy of China’s western region to sustain China’s industri-alization. en_US
