dc.description.abstract Right on June 29, 2012, Subak's proposal was finally approved, recognized and ratified as a World Cultural Heritage Site by UNESCO in the 36th session of the UNESCO World Heritage Committee in Saint Peterburg, Russia. The recognition is a form after going through a long struggle from the Indonesian government for approximately 12 years. This research found that there are several main findings. Propose for this category through a deep approach from various sectors such as archeology, anthropology, environmental science, landscape architecture, as well as the linkages of various traditional and spiritual parties to formulate all values in this submission. Having said that, this research aims to analyze the process of Indonesian Government's to make Subak recognized as a World Cultural Heritage Site by UNESCO. First, it explains the role of Indonesian Government Policy in preparing Subak submissions, because in this case the government is making various interventions in their diplomacy to invite various parties with the aim to contribute together. Second, it shows the influence of Balinese Cultural Philosophy in the concept of Subak System as a World Heritage which eventually became a benchmark of power for Subak to be recognized as a World Cultural Heritage Site. en_US
