THE EFFORTS OF INDONESIAN DIPLOMACY IN RESPONSE TO THE ISSUE OF ILLEGAL, UNREPORTED, AND UNREGULATED FISHING BY CHINESE FISHER IN THE NATUNA SEA (2014-2017)

Abstract

Seeing the geostrategic condition and potential marine and fishery resources that are so abundant in Natuna waters, the Natuna Sea is one of Indonesia's marine areas as a maritime paradise against illegal, unreported, and unregulated fishing practices. The illegal, unreported, and unregulated fishing problem is the activities of fishing of fishery resources on a large scale illegally and not reported to the fisheries management institution or institution based on the stipulated law. The proliferation of IUU fishing practices is a serious problem that requires serious and precise countermeasures to see the impact that is causing harm to Indonesia on various sectors. The diplomatic efforts taken by Indonesia as a response to the issue of IUU fishing are a point to support Indonesia's maritime vision as a Global Maritime Fulcrum. The research aims to analyze how the Indonesian government implements state diplomacy efforts in response to the IUU fishing issue by Chinese fishers in the Natuna Sea. This research will focus on IUU fishing practices that occurred in the Natuna Sea during 2014-2017, using a qualitative methodology with descriptive analysis and explanatory approach, based on data and theories derived from sources obtained, in the form of scientific journals, news articles, and books.
