Abstract:
The globalization in the 21st centuries made the world nowadays becoming more globalised. As the world becomes globalised, it is enabled the people to mobilise crossing the borders easier. This condition is also applied for Islamic State Iraq and Syria (ISIS) as a terrorist group where in November 2015, ISIS’s terrorist launch terrorist attacks abroad in France with casualties 130 people. ISIS has been successfully recruited 30,000 Foreign Terrorist Fighters (FTFs) from 85 countries and expanded its influence in Southeast Asia where ISIS affiliates captured Marawi City in Philippine for 5 Months. This condition made Indonesia Government need to enhance its border management in order to control FTF movement to Indonesia. It is because Indonesia is the largest supplier of ISIS FTFs from Southeast Asia and also geographically close with Marawi City. In order to enhance its border management, Indonesia Law Enforcement participate in international cooperation in form of border operation named Integrated Border Management Task Force (IBMTF) Operation from April 2017 – March 2018 facilitated by INTERPOL. Together with Malaysia and Philippine Law Enforcement, IBMTF Operation was conducted with one of its main objectives in preventing FTFs fleeing routes in Southeast Asia. In IBMTF Operation, INTERPOL facilitated Indonesia Law Enfocement with INTERPOL tools and services that enabled Indonesia Law Enforcement performing “Smart Border Control” which is effective Border Control with maximising the utilization of technologies.
