Abstract:
Since Jokowi took office as president, Indonesia has begun to be seen in fighting for maritime natural resources. One of them is maritime resources in Natuna. Where a policy called the Global Maritime Fulcrum (GMF) was made. Which has a mission in accelerating maritime boundary negotiations. Various challenges arise, one of which is the overlapping EEZ settlement area with Vietnam that requires attention. There are factors that influence Indonesia's foreign policy with Vietnam in resolving the EEZ dispute in Natuna. Which are National Attributes in Natural resources and National Attributes in geography. Moreover, the challenges are influenced by the political situation where Indonesia has a focus on GMF, while Vietnam has a focus on maritime security and defense to counter China in their territorial waters. This thesis describes the factors of all objectives and the causes of the negotiation settlement of the case. This thesis adopts and looks at Domestic Politics and Foreign Policy Analysis from National Attributes which consists of Natural resources and Geography. Through this concept, this thesis finds the driven factors of the foreign policy objectives made by Indonesia and Vietnam. The two countries continue to seek to resolve their conflicts on the EEZ boundary line which led to a Porivisional Arrangement (PA).
