Abstract:
The fulfillment of demonstrators rights has not been properly fulfilled in Indonesia, this is evident from the case of unscrupulous police use violence against Dede Luthfi Alfiandi in front of the DPR building on September 30 2019. This research aims to examine and answer problems regarding law enforcement against unscrupulous police use violence against demonstrators and providing law protection to victims of police violence. This study use qualitative normative juridical method based on laws and regulations and others, which relate to law enforcement against unscrupulous police use violence against demonstrators during demonstrations and law protection for victims of violence by unscrupulous police The results of the study show that factually, unscrupulous police can still be found use violence against Dede Luthfi Alfiandi which is that unscrupulous police to receive administrative sanctions and transfer of duties (demotions), law protection show to victims of violence, namely obtaining compensation in the form of restitution rights with material losses or non-material, moreover if there is coercion which results in serious injury to the victim, shall be punished with a crime maximum of 7 years and a maximum fine of Rp. 5,000,000,000.00 (Five billion rupiah)
