Abstract:
One of the most water scarce regions in the world are the North Africa, Rapid
population growth brought on by several reasons, such as rising income levels and
expanding urbanization, has made water shortage worse in North Africa. Tunisia in
North Africa region who are having a trouble in handling their water resources, in
terms of controlling and utilizing it. Based on the 11th Five-Year Socioeconomic
development plan by Tunisia government and in the line of Japan diplomatic purposes,
where the initiative will try to eliminate the issues in Africa region, and in this case
Japan through Oda loan that provided by JICA, is trying to solve water supply issues
that could restrain both country interest. How far this cooperation could happen, in
between Japan and Tunisia through the Desalination project in terms of
implementation and impacts for both countries interest issues in the region, is a matter
of question to be discussed. Theoretically speaking regarding the Complex
Interdependence and Resources Diplomacy theory that exist in Tunisia and Japan
cooperation is indeed both side are mutually dependent on the goal in short- and long-
term effects through Desalination of Ground Water Project in Southern Tunisia.
