Abstract:
Cultural diplomacy cannot run without the support of human resources from the
central government because diplomacy approaches require people to conduct it.
An organization that has employees cannot run at all without having a human
resource managing sector because it works as the “backbone” of the organization.
This research is aimed to analyze the policy of the Human Resources Bureau of
the Ministry of Foreign Affairs in sending and deploying their forces for cultural
diplomacy. Hence, this study uses descriptive method with an interview approach
and a primary data from the Ministry of Foreign Affairs to answer the research
question of “How vast is the role and effort of the Human Resources Bureau in
advancing cultural diplomacy by deploying talented personnel with a background
in arts?”. This research study finds that the Ministry of Foreign Affairs hasn’t
really set its major focus on cultural diplomacy, particularly in sending people
with artistic talents to base and run cultural diplomacy abroad as a part of civil
servants. Remembering that Indonesia is a country full of culture, cultural
diplomacy needs to be utilized further, looking at the potential Indonesian culture
has if maximized in the right way.
