Abstract:
Arms Trade Treaty (ATT) is the international instrument to regulate the transfer of conventional weapons including small arms and light weapons due to address the illicit and irresponsible transfer of Conventional Weapons and Small Arms proliferation. ATT voting was adopted by United Nations General Assembly on 2 April 2013, on the voting session Indonesia conveyed for abstain stance, which raised question of Indonesia’s policy in the Arms Trade Treaty.
This thesis aims to analyze the foreign policy of Indonesia using the determining factors that are taken into account by Indonesia’s foreign policy decision makers by calculating various factors both psychological and operational environment. Those factors are gathered by the foreign policy decision makers to take a stance for abstain was proceed by the foreign policy analysis model which is rational model.
The rational model is conducted by the calculating the advantages and disadvantages of Indonesia, should Indonesia took for favor, against, or abstain. Each of votes explained both plus and minus Indonesia indicates which the fruitful one options for being abstain as the possible to achieve highest benefit and less obstacles.
