Abstract:
This study aims to determine the bilateral relations between the Australia and Indonesia governments in
Maluku in the SKALA program, Through the Synergy and Collaboration Program for Basic Service
Acceleration (SKALA) is a collaborative partnership between the Australia and Indonesia Governments,
this is a form of Bilateral Diplomacy between two countries, namely Australia and Indonesia which creates
leverage through the creation of innovation to accelerate poverty reduction and inequality by increasing the
availability of basic services for the poor and vulnerable in disadvantaged areas prioritizing disadvantaged
areas based on Poverty Level (PO), Human Development Index (HDI), Minimum Service Standard
Coverage (SPM), Gender Empowerment Index (IPG), Disaster Risk Index (IRBI) and Fiscal Capacity
Index (IKF) then this is interesting to analyze regarding the bilateral diplomatic relations between Australia
and Indonesia in Malukuin the SKALA program. The implementation of the SKALA Program in Maluku
since September 2023 is considered an important milestone in achieving these goals. The Maluku
Provincial Government aims to accelerate the provision of comprehensive basic services, especially for the
poor and vulnerable, by increasing and concentrating on synergy and teamwork. The methodology used in
this study is a qualitative method with data collection using interview methods and field observations, with
a focus on Bilateral Diplomacy Relations between Australia and Indonesia in Maluku on the program
SKALA. The implementation of the program SKALA in the Maluku provincial government has a huge
impact on regional development planning in districts and cities in Maluku province. Where the Synergy
and Collaboration program for Basic Service Acceleration helps the Maluku government in improving
basic services and reducing poverty levels.
