Abstract:
United Nations (UN) is one of international institutions which have significant function in the international environment. Since its establishment this institution has published a lot of declarations and resolutions toward some issues. One of the declarations that UN adopted was Millennium Declaration which turn into the basic guidance for development in the millennium era of its member states named Millennium Development Goals (MDGs). MDGs has eight goals where one of its goals is promote gender equality and empower women which has indicator in proportion of seats held by women in national parliament as the agenda to increase the democratic value. This research will discuss about the role of UN in Indonesian Political System. The purpose of this research is to analyze the role of UN as an international institution in implementing the MDGs programs to increase the participation women in political participation by comparing the percentage of women in the parliament of Indonesia in the period of 2004 and 2009. The finding led to how significant the change of women percentage in parliament before and after MDGs was held in Indonesia. According to the statistical data from Commission of General Election (KPU) and Ministry of Women Empowerment, women political participation has been increased compare to the exact previous period of parliament in Indonesia (1999), therefore it strengthen the democratic value in Indonesia. The author used qualitative method to find and analyze the data.
