Abstract:
Haze pollution is one of the environmental issues faced by ASEAN
Member States (AMS) since 1997. The problem became bigger when the haze
pollution spread wider and getting more severe. The haze impacting the aspect of
health, environment, economy, and etc. Concerning those impacts, ASEAN made
an ASEAN Agreement on Transboundary Haze Pollution (AATHP). Since the
cause of the transboundary haze pollution came from Indonesia, thus Indonesia
plays a quite important role in tackling down the issue. This research is using
qualitative methods. The data is collected from official government and/or
institution sites, books, previous researches, official reports, as well as news site.
The roles of Indonesia are categorized into two which are legal and practical role.
The efforts that done through legal way were through Government Regulation
No. 4 Year 2001, Government Regulation No. 45 Year 2004, Constitution No. 32
Year 2009, and Constitution No. 26 Year 2014. While for the practical role,
Indonesia established Peat Restoration Body and Fire Aggravation Community in
order to tackle down the cause of transboundary haze pollution; forest and land
fires. The results of the efforts were showing positive progress, thus it shows that
the implementation of AATHP through ASEAN Roadmap on ASEAN
Cooperation Towards Transboundary Haze Pollution Control with Means of
Implementation by Indonesia government is in good state in tackling down
transboundary haze pollution issue.
