THE ROLES OF HENRY DUNANT CENTRE IN PROMOTING PEACE MAKING AND PEACE BUILDING IN THE PROVINCE OF ACEH (1999-2003)

Abstract

This thesis aims to discuss the peace process in Aceh which was facilitated and mediated by Henry Dunant Centre (HDC) - an International organization that mediated and facilitated the warring parties and promote peace through dialogue, in this case between the Government of Indonesia and the Free Aceh Movement. Henry Dunant Centre facilitated and mediated negotiations between Government of Indonesia and Gerakan Aceh Merdeka (GAM/ Free Aceh Movement) at several stages: Humanitarian Pause (May 12, 2000), Provisional Understanding (January 2001), the Involvement of the Three Wise Man (August 2001), Cessation of Hostilities Agreement (CoHA) (December 9, 2002) and Tokyo Joint Council (May 17, 2003). The topic of this research will focus on the year 1999-2003 periods. In year 1999 Henry Dunant Centre first came to Aceh to monitor and review the extent of conflict in Aceh. On January 2000 the talk between the Government of Indonesia and the Free Aceh Movement took place for the first time, and it was facilitated and mediated by the Henry Dunant Centre. The research in this paper uses qualitative research methods, with the intepretative translation approach because one of the action is to get the data through interview which also touch social matter from the person. This study is based on peace making and peace building. Peace making is political negotiation mediation involving the aim to avoid the conflict. Peace building requires sustained commitment and to lay the foundation for sustainable peace and development. In the end, lessons learned from this research will be beneficial for any governnment and the military, in handling conflicts that might occur in the future. Indeed, the peace making which is involving negotiations and agreement has always been the best solution for solving conflict.
