Abstract:
Forest fires that occur in Indonesia, especially in Riau Province, become routine disasters that occur every year which makes this disaster a focus not only for the Indonesian state but even a global problem because forest and land fires that arise in Riau Province cause Transboundary Haze pollution between countries which impacts Indonesia's neighboring countries which can harm various fields. The organization located in Southeast Asia namely the ASEAN organization declare an agreement called the ASEAN Agreement on Transboundary Haze Pollution which was ratified by all ASEAN member countries, with this agreement making ASEAN member countries urge Indonesia to be able to resolve the problems that occur in the country because Indonesia is the most significant contributor to haze pollution in Southeast Asia. Based on Environmental Diplomacy, ASEAN approached the State of Indonesia. The Central Government approached the regional government, especially the Government of Riau Province to solve the problem of forest and land fires by implementing the Objectives of the ASEAN Agreement on Transboundary Haze Pollution and making the Law of the Unitary State of the Republic of Indonesia regarding forest and land fires to solve the problem of forest fires that exist in Indonesia and as a supporter of the law, the Riau Provincial Government made a Riau Governor Regulation that leads to Forest Fire Control and the implementation of action plans for preventing forest and land fires.
