Abstract:
Russia's economic interests in the North Pole are based on two objectives, namely the
existence of natural resources and sea transportation, this is in accordance with Russia's in
its Arctic policy until 2020. Therefore, Russia uses a combination of military and nonmilitary
methods called Hybrid Warfare (New Generation war). The aim of Hybrid
Warfare Strategy is to win a conclusive campaign through the use of force and several
levels of violence, and prepare a kind of military action in which Russia deploys various
subversive instruments, particularly Information and Cyber Warfare. The purpose of this
thesis is to analyze the implementation of Arctic Policy in terms of new generation wars
and how Russia uses hybrid war strategies in its Arctic policies from 2009 - 2017. The
author argues that the Russian Hybrid War Strategy has not completely exercise hybrid
Strategy in the Arctic region. From the eight phases of strategy. Russia focuses on running
the first four phases and the other phase has not been implemented by Russia. Cyber
warfare and information have become important components in Russia's actions at the
North Pole.
