Abstract:
The practice of Paradiplomacy is clearly gives a chance for the sub-states in order to conduct the cooperation with the other sub-states which is the local government from another country. The province of Central Java and the state of Queensland established the Sister Province-State cooperation in order to implemented the practice of paradiplomacy. The government of central Java and the government of Queensland has signed the Memorandum of Understanding which Health, Education and Training are the sectors that both parties focused on and every sector has their own programs and activities that leaded by several institutions or organizations. This thesis uses the qualitative methods in order to analyze the implementation of Central Java’s Paradiplomacy in the case of Sister Province-State cooperation between the province of Central Java and the state of Queensland. The writer of this thesis only focuses on the Health, Education and Training sectors. The writer uses the program, activities and report from Health, Education and Training sectors to analyze the progress of the cooperation as well as the implementation of Paradiplomacy.
