Abstract:
IUU Fishing is currently an essential national priority problem as it is in line with Indonesia's vision to make the sea the nation's future in the Joko Widodo government. In this case, Indonesia suffered losses from various aspects, both social, economic, political, security, and ecological. With the implementation of the Indonesian maritime policy by the sinking of foreign fishing vessels from Vietnam, which often enter Indonesian waters and intense IUU Fishing activities, Vietnam expressed disappointment with the Indonesian Government's sinking policy. This study aims to analyze how maritime diplomacy between Indonesia and Vietnam in the eradication of IUU Fishing practices during the presidency of Joko Widodo during the period 2014 – 2018. In examining these problems, the concept of bilateralism and the concept of maritime diplomacy used in this study. This study uses a qualitative approach with descriptive systems. This study found that Indonesia has implemented maritime diplomacy at the multilateral and bilateral level with Vietnam as a platform for maritime cooperation within the ASEAN. The approach used in this study is cooperative maritime diplomacy, in particular through cooperation, negotiation, and the maritime power of the players.
