Abstract:
The cyberattack carried out by China against the United States makes President Obama have to make a strategy to prevent hacking and cyberattacks carried out by China itself. This paper tries to find out how the strategies and policies carried out by President Obama during the two periods of his presidency in the United States. The analysis will use a qualitative methodology, where this method uses descriptive research methods that prioritize analysis. Qualitative methods focus on obtaining data that can be obtained from various sources, this method is not only about what people think but why people think so. The theoretical basis used in this research is the theory of national interest and the theory of threat perception. At the end of the research, it can be concluded that the agreement made by China and the United States in 2015 is one of the strategies and ways to reduce or even prevent cyberattacks by China against the United States, but has not been successful.
