Abstract:
This research will explain about Indonesia's public diplomacy efforts to achieve its national interests in Russia. One of these interests is to expand the Indonesian-Russian cooperation in the cultural sector. Culture is considered capable of influencing the public with things that are attractive. Thus, this research focuses more on one form of Public Diplomacy, namely Cultural Diplomacy. One of the Indonesian government's efforts to conduct cultural diplomacy to Russia is through the Darmasiswa scholarship program. The purpose of the establishment of this program is to promote Indonesian Culture, Arts and Language. This study aims to discuss the implementation of the Darmasiswa program for participants from Russia in 2014-2019 using the theory of Soft Power, Public Diplomacy, and Cultural Diplomacy. This study uses a qualitative research method in which data collection is obtained from literature studies, books, journals, interviews with Darmasiswa alumni, articles from official government websites, and some reliable data from the internet. Therefore, with the data obtained from these sources, this study can analyze the implementation of the Darmasiswa program which contributes to the efforts of Indonesian cultural diplomacy to Russia.
